Board of Directors

Mr. Blowers was appointed to the Board of Directors in 2021. Until recently, Mr. Blowers served for six years as the Chief Operating Officer at Martins Flooring in Denver, PA. Having successfully transitioned that role to another generation of Martin’s family, Mr. Blowers currently serves as the Director of Residential Sales, Marketing, and Estimating for Martins. Throughout his career, Mr. Blowers has held senior executive roles in marketing and sales with several small businesses in Lancaster County in addition to owning two small family businesses. Mr. Blowers has held numerous roles in Municipal and County government over 35 years, including Crime prevention efforts with the Lancaster City Council of Neighborhoods, the Lancaster County Planning Commission, the Lancaster County MPO, the East Lampeter Township Zoning Hearing Board, the Lancaster Intermunicipal Committee, the Lancaster County Association of Township Supervisors, and for 12 years Vice-chair and/or Chair of the Board of Supervisors in East Lampeter Township. Mr. Blowers has been involved in a variety of community organizations and initiatives, including St Mary’s Roman Catholic Church, the Hourglass Foundation, and the Historic Preservation Trust of Lancaster County. He holds a B.S. in Business Administration from Bloomsburg University and an M.A. in Political Science from Villanova University.

Mr. Becker joined the Board in 2023 and brings more than three decades of engineering and municipal authority experience. He is the founder of Becker Engineering, LLC, a Lancaster-based consulting engineering firm serving municipal water and sewer authorities and local municipalities. After recently selling the firm to Herbert, Rowland & Grubic, Inc., he continues to support municipalities and water/sewer authorities across the region. Mr. Becker has been an active member of LCSWMA’s Citizens Advisory Committee for over ten years, during which he served as both Chair and Vice Chair. His professional background includes extensive work with authorities that provide environmental infrastructure and community services throughout Pennsylvania. A longtime member of the Pennsylvania Municipal Authorities Association (PMAA), Mr. Becker has held numerous leadership roles, including President, Vice President, Conference Committee Chairman, and Region 4 Director. He currently serves as a Trustee for the Association’s Unemployment Compensation Trust program. Mr. Becker also served on the East Cocalico Township Authority Board from 1996 through 2025 and is an active member of the Pennsylvania Water Environment Association, Water Environment Federation, and the Eastern Pennsylvania Water Pollution Control Operators Association. He is a Licensed Professional Engineer in Pennsylvania and New York and holds a Bachelor of Science in Civil Engineering from The Pennsylvania State University. Mr. Becker resides in Reinholds, Lancaster County.

Mr. Ulrich was appointed to the Board of Directors in 2011. He is a retired Certified General Real Estate Appraiser in Pennsylvania with more than 40 years of experience specializing in commercial, industrial, and complex residential real estate appraisals. Scott has been actively involved in several local organizations and committees over the years. He is a past president of the Lancaster County Association of Realtors and previously served on the Board of Directors for the Building Industry Association of Lancaster County. His public service includes past membership on the Lancaster County Planning Commission, the Manor Township Zoning Hearing Board, and the Lancaster County Board of Assessment Appeals. A long-time member and past president of Lancaster AMBUCS, Scott remains deeply engaged in his community. He holds a Bachelor of Science degree in Real Estate from Penn State University and has taught Real Estate and Appraisal courses for the Lancaster County Association of Realtors’ Real Estate School and Penn State University.

Ms. Eby is the co-founder and owner of Versatek Enterprises, LLC, a Lititz-based custom contract manufacturer. Prior to her current role as President and CEO of Versatek, Ms. Eby served as the company’s Chief Financial Officer and has more than 30 years of experience in public and private market accounting. Ms. Eby has a passion for serving the Lancaster County community and has held a position on the EDC Finance Corporation Board for more than six years and served as a member of the Women Presidents Organization. She served on the Milagro House Board from 2016 to 2022, holding positions on the Executive Board and as Treasurer and Finance Chair. A resident of East Lampeter, Ms. Eby earned a Bachelor of Science in Accounting from the State University of New York at Geneseo. As the majority owner of OakFront Limited Partnership, she also owns OakFront Holding, Inc., and JKE Properties, all of Lititz, Pa

Mr. Rettew was appointed to the board of directors in 2017. He retired as Chairman of Rettew Associates Inc. in 2018. He is a proponent of business excellence and spent many years implementing business excellence principles during his leadership at Rettew Associates Inc. Mr. Rettew served as Chairman of the board of the Lancaster Chamber. He is a former board member of the South-Central Assembly for Effective Governance and the Smart Growth Coalition of Lancaster County, for which he was a founding member. He was also a former member of the board of the Lancaster County Conservancy, the Lancaster County Home Builders Association, and the Pennsylvania Builders Association. He served as chapter president and board member of the American Council of Engineering Companies of Pennsylvania and was a member of several state and national professional engineering associations. In 2012, Mr. Rettew was awarded an honorary “Doctor of Public Service” degree by the President and Trustees of Thaddeus Stevens College of Technology.

Joseph R. Deerin is a Lancaster, PA-based commercial real estate executive and broker. He is president of Deerin Companies, a full-service commercial and residential real estate firm headquartered in Lancaster that provides asset management and development services for its own properties throughout Pennsylvania and the Mid-Atlantic region. Deerin began his professional career in real estate in 1990 and has built extensive experience in investment sales, tenant and landlord representation, land development, and management of large retail and mixed-use properties. A graduate of Denison University with a degree in economics, Deerin earned a master’s degree in real estate development from Johns Hopkins University. He is a licensed real estate broker in multiple states and is a Certified Shopping Center Manager. Joe played an active role in the growth and management of millions of square feet of commercial and residential properties across the region as owner of Property Management Alternatives, Inc. and LMS Commercial Real Estate. Early in his career, Joe worked for national companies providing services for asset management, insurance, and pension funds for large retail/mixed-use portfolios. In addition to his business activities, Joe participates in local philanthropic and community initiatives, including contributions to educational and nonprofit organizations in the Lancaster area. He was appointed to the Board of Directors in 2012.

Ms. Weibel was appointed to the Board of Directors in 2009 and has served in several leadership positions. Prior to joining the Board, she served on LCSWMA’s Citizen Advisory Committee. For more than 30 years, Ms. Weibel has served in both elected and appointed leadership positions in the Borough of Lititz. She was a member of the Steering Committee of the Lititz-Warwick Joint Strategic Comprehensive Plan from its 1998 inception through each successive update, ending in 2022. This plan led to numerous communitywide initiatives, including the creation of the Borough’s acclaimed Main Street program, Venture Lititz. She has served on numerous committees of the Lancaster County Planning Commission. An advocate for adult literacy, Ms. Weibel has been active with the Literacy Council of Lancaster-Lebanon for over two decades, serving as tutor, Board member, and advisor. She served on the Board of Lancaster Housing Opportunity Partnership (now Tenfold) for 20 years and continues to advocate for attainable housing. A graduate of Leadership Lancaster and the Lancaster County Master Planner program, Ms. Weibel earned a BFA from the University of Rhode Island.

Mr. Brubaker, Co-Founder and Managing Partner of Principled Strategies, a consulting and advisory services company which he founded alongside his son, Chris Brubaker, was appointed to the LCSWMA Board of Directors in 2015. He has extensive international business experience, as well as meaningful relationships at the local, state, and federal levels. Mr. Brubaker is a former State Senator (2006-2014). During his tenure, he chaired the Senate Finance Committee and the International Relations Committee within the Council of State Governments, and he served on the Transition Teams for four Pennsylvania Governors from both political parties. He holds a Bachelor of Science in Agronomy from West Virginia University, is a graduate of the Program for Emerging Political Leaders from the University of Virginia Darden School of Business, and is a graduate of the Pennsylvania Rural Leadership Program from Pennsylvania State University. Mr. Brubaker is a Toll Fellow and was recently awarded the 2020 Professional Fellows Alumni Impact Award from the US Department of State. Mr. Brubaker has numerous professional affiliations. He currently serves on the following boards: The Solid Waste Association of North America (SWANA), The PA Society, PA Economic Development and Finance Authority (PEDFA), HIGH Holding Corporation, Donegal Mutual Insurance, The Churchill Society, Partners for Environmental Stewardship (PES), and Lancaster Career and Tech Foundation.

Mr. Dzurik was appointed to the Board of Directors in 2012. He is an Area President for Gallagher and is responsible for the Mid-Atlantic Construction Practice. The Construction Practice is a niche within Gallagher focusing on the acquisition, growth, and service of construction and real estate clients. Mr. Dzurik works to build customized solutions to assist clients in achieving their business goals and risk management objectives. He has experience with all sizes and types of general construction, specialty construction, and real estate development firms. Mr. Dzurik is a graduate of Oral Roberts University with a BS in Chemistry, and a graduate of Regent University with a Juris Doctor. He is currently a licensed Pennsylvania Attorney. Mr. Dzurik is a member of both the Delaware Contractors Association and Washington Building Congress and previously served on the board for the Keystone Chapter of Associated Builders and Contractors.
