Executive Team

LCSWMA’s Executive Team oversees all aspects of the organization, including operations, finance, technical services, energy administration, capital projects, and business development for the organization.

  • Robert Zorbaugh, Co-CEO

    Robert (Bob) Zorbaugh currently serves as Co-CEO of LCSWMA with Daniel (Dan) Youngs. Mr. Zorbaugh will be retiring at the end of 2024. He served as CEO from January 2019 to June 2024 and was solely responsible for oversight of LCSWMA’s long-term strategic planning in the areas of capacity assurance, financial viability, capital projects and providing reliable service to community stakeholders. Previously he held the position of Chief Operating Officer for eight years and was responsible for directing all operational and facility related activities for LCSWMA. Mr. Zorbaugh has served in various management positions within the organization since he began his career with LCSWMA in 1990. He holds a B.S. in Geo-Environmental Science from Shippensburg University, as well as several operational certifications from the Solid Waste Association of North America (SWANA) and the University of Wisconsin’s Solid Waste Landfill Design course.

  • Alexander Henderson III, General Counsel

    Alexander (Alex) has served as LCSWMA’s General Counsel since January 2017. Prior to this role, Alex was a partner in a private law firm serving as LCSWMA’s independent legal counsel. In this role, Alex represents, or supervises the representation of LCSWMA in all legal matters. Alex is responsible to plan, organize, manage, budget for, direct, staff and control the legal work of LCSWMA. Alex holds a B.A. in Political Science and Economics from Swarthmore College and a J.D. from New York University School of Law. He is admitted to practice law before the courts of the Commonwealth of Pennsylvania and the United States District Courts for the Eastern and Middle Districts of Pennsylvania.

  • Michelle A. Marsh, CBCO

    As Chief Business & Compliance Officer, Michelle provides strategic direction for LCSWMA’s diversified business initiatives, including renewable energy, sustainability and recycling. She also oversees LCSWMA’s real estate portfolio and regulatory compliance programs, including environmental and safety. She holds a B.S. in Environmental Science from Muhlenberg College and an M.S. in Strategic Leadership from Elizabethtown College. Prior to this role, Michelle held various business development positions since her start in 2007.

  • Daniel Youngs, Co-CEO

    Daniel (Dan) Youngs currently serves as Co-CEO of LCSWMA with Robert (Bob) Zorbaugh who is retiring at the end of 2024. Effective September 30th 2024, Dan will become the sole CEO and oversee all areas of the organization, including long-term strategic planning, financial viability, capital projects, and providing reliable service to community stakeholders. Previously, Dan served as Chief Financial Officer for LCSWMA, where he was responsible for all financial and information technology activities of the organization, as well as human resources and employee relations strategy and programming. Prior to joining LCSWMA, Dan was a Controller for White Oak Mills, Inc. and held financial and operations positions in other companies including a large mechanical contractor. He holds a B.S. in Accounting with a second major in Business Administration from Lebanon Valley College and an MBA from Lebanon Valley College.

  • Richard Bennett, Director of Finance

    As the Director of Finance, Richard brings over 20 years of various finance and leadership experience across several different industries. Richard serves on the Executive Team and oversees Accounting/Finance, Information Technology, and Human Resources. His financial expertise in the areas of cash management, financial reporting, investing, and insurance helps optimize LCSMWA’s assets. In addition, Richard’s leadership style, broad business experience in managing staff and commitment to building a team culture supports LCSWMA’s mission, vision, and operational values. He holds a B.S. in Finance from the University of Maryland.
